Using a food processor, add the powdered milk and process until smooth (or Mason jar). Then, add the water, oil, and seasonings.. If it’s not thickening after a few minutes of blending (or shaking), then it’s time to move on. If you want a butterlike consistency, keep blending until it reaches that point.
