How do you waterproof a tile floor that is already installed?

There is no way to completely waterproof a ceramic tile floor after the fact, unless you remove the tile and replace it with a legitimate waterproof membrane. Some people try to seal the grout joints with a sealant, but this does not protect the grout from water damage.

Can you seal old tile floors?

A penetrating sealer such as Miracle 511 Impregnator can be applied to tile and grout surfaces after they have been cleaned and regrouted to your satisfaction. The glaze tile surface is impermeable, but sealing the entire surface can be beneficial and practical.
