You should be able to use the mail, at least for the NY EZ Pass.

If you are not going to use the transponder and can’t return it in person, mailing is probably your best option. You can mail in your NY EZ Pass any time, but there is a deadline for returning other states’ EZ Passes.

You should be able to mail your transponder back using regular mail (and no extra postage) but check with the agency that issued it before sending yours off.

This is the easiest and fastest way to return your E-ZPass transponder. You can do this at any of their walk-in centers located throughout New York.
