Your boyfriend can act clingy because he thinks that you are dating another guy. If you spend more time with your male best friend he might think that. He keeps an eye on you and you feel annoyed. He’s just making mistakes and you find him clingy. Talk to him and tell him that you only love him. This will make him feel relaxed. 

Sometimes he acts clingy because he thought that you might leave him. Because of some mental health issues and anxiety disorders, he keeps making thoughts in his mind and assumes things.
